MCI Dec 2009 Amendments for Minimum Qualification for Teachers

AMENDMENT NOTIFICATION
New Delhi, the 15th December, 2009

No.MCI-12(2)/2009-Med.Misc./56925. - In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956), the Medical Council of India with the previous sanction of the Central Government, hereby makes the following Regulations to further amend the “Minimum Qualifications for Teachers in Medical Institutions Regulations 1998”, namely: -

1. (i) These Regulations may be called the “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2009 - Part-III”.
(ii) They shall come into force from the date of their publication in the Official Gazette.

2. In the “Minimum Qualification for Teachers in Medical Institutions Regulations, 1998”, the following additions/modifications/deletions/ substitutions, shall be, as indicated therein: -

3(a). In Clause 4(A) under the heading “Professor” as amended vide “Minimum Qualification for Teachers in Medical Institutions (Amendment) Regulations, 2009”, be further amended by inserting the following proviso in 4(A)(ii) : -

“Provided that these research publications are published/accepted for publication in the Journals by the National Associations/Societies of the respective specialities as the First Author. Further provided that the requirement of 4 research publications for promotion to the post of Professor should be taken on cumulative basis with minimum of 2 research publications must be published during the tenure of the Associate Professor.

Further provided that for the transitory period of 4 years w.e.f. 24th July, 2009, the appointment/promotion to the post of Professor can be made by the institutes in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before notification of “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2009”.

(b). In Clause 4(B) under the heading “Associate Professor” as amended vide “Minimum Qualification for Teachers in Medical Institutions (Amendment) Regulations, 2009”, be further amended by inserting the following proviso in 4(B)(ii) : -

“Provided that these research publications are published/accepted for publication in the Journals by the National Associations/Societies of the respective specialities as the First Author. Further provided that the requirement of 2 research publications for promotion to the post of Associate Professor should be fulfilled with 2 research publications must be published during the tenure of the Assistant Professor.


Further provided that for the transitory period of 5 years w.e.f. 24th July, 2009, the appointment/promotion to the post of Associate Professor can be made by the institutes in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before notification of “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2009”.

4(a). In Clause 5(A) under the heading “Professor” as amended vide “Minimum Qualification for Teachers in Medical Institutions (Amendment) Regulations, 2009”, be further amended by inserting the following proviso in 5(A)(ii) : -

Further provided that for the transitory period of 4 years w.e.f. 24th July, 2009, the appointment/promotion to the post of Professor can be made by the institutes in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before notification of “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2009”.

(b). In Clause 5(B) under the heading “Associate Professor” as amended vide “Minimum Qualification for Teachers in Medical Institutions (Amendment) Regulations, 2009”, be further amended by inserting the following proviso in 5(B)(ii) : -

“Provided that these research publications are published/accepted for publication in the Journals by the National Associations/Societies of the respective specialities as the First Author. Further provided that the requirement of 2 research publications for promotion to the post of Associate Professor should be fulfilled with 2 research publications must be published during the tenure of the Assistant Professor.

Further provided that for the transitory period of 2 years w.e.f. 24th July, 2009, the appointment/promotion to the post of Associate Professor can be made by the institutes in accordance with the “Minimum Qualifications for Teachers in Medical Institutions Regulations, 1998” as prevailing before notification of “Minimum Qualifications for Teachers in Medical Institutions (Amendment) Regulations, 2009”.


5(a). In Table-1 under the heading “REQUIREMENTS OF ACADEMIC QUALIFICATIONS, TEACHING AND RESEARCH EXPERIENCE”, after the subject of “DENTISTRY” the following shall be added : -

“(I) MD (Emergency Medicine)

(A) Professor M.D.(General Medicine)} with 2 years training
M.S.(Genl.Surgery) }
M.D. (Resp. Medi.) } in Emergency Medicine
M.D.(Anaesthesia) }
M.S. (Orthopaedics) }

(B) Reader -do-
(C) Asstt. Prof./ -do-
Lecturer
(D) Tutor/ MBBS
Demonstrator/

NOTE: The academic qualification as shown above will be the academic qualification required for teaching faculty post for a period of 10 years w.e.f. date of notification. (II) MD (Infectious Disease)

(b). In Table-2 under the heading “REQUIREMENT OF SPECIAL ACADEMIC QUALIFICATION AND TEACHING/RESEARCH EXPERIENCE FOR SUPERSPECIALITY TEACHERS”, after the subject of “SURGICAL ONCOLOGY” the following shall be added : -

“(I) D.M.(Pulmonary Medicine)

(A) Professor D.M.(Pulmonary Medicine)
M.D.(Respiratory Medicine)}with 2 yrs.
M.D.(Genl.Medicine) }special training
M.D.(Paediatrics) }in Pulmonary Medicine

  1. I think The regulatory authorities should follow only one principle there should not be any "or"s in the qualifications making publication mandatory is a welcome decision.

    Regarding Rural doctors it is compromising on the quality as reducing the duration would mean cutting short of the courses which means majority of the population 75-80 percent living in rural areas will get second grade medical facility. Where goes the law of equality

The latest MCI amendment regarding teacher's eligibility says that “Provided that these research publications are published/accepted for publication in the Journals by the National Associations/Societies of the respective specialities..". Will the papers in the following journals be considered for eligibility?...
    1)an interdisciplinary journal
    2)a journal of related speciality
    3)a foreign journal pertaining to same or related speciality
    4) a medical education journal
    5)an indexed journal of same speciality but not published by National Association/Society of the respective speciality
    In my view, all the above should be considered in eligibility criteria.

  3. IF THE JOURNAL IS INDEXED JOURNAL THEN THERE IS NO RESTRICTION TO THE SPECIALITY IN WHICH IT IS PUBLISHED. A PHYSIOLOGICAL RESEARCH ARTICLE CAN BE PUBLISHED IN INDEXED JOURNALS OF MEDICINE,PATHOLOGY,FORENSIC MEDICINE,SPORTS PHYSIOLOGY IF THE PHYSIOLOGICAL STUDY IS RELATED TO THESE SPECIALITIES.

    IN CASE OF NON INDEXED JOURNALS,RESERCH PUBLICATION SHOULD BE OF RESPECTIVE SPECIALITIES.

  7. There are many institutions in India which offer PhD directly after MBBS. These people usually leave for greener pastures. MCI was talking about creating a research cadre in Medical Colleges Don't you think MBBS-PhD will always be better than BSc-MSc-PhD becuase after BSc MSc person studies only a few subjects (for example like physiology only) and doesnot know anything worthy of medical science. Whereas MBBS person knows the clinical correlates of all the medical subjects. After doing PhD s/he is in a better position apply research knowledge. It would be in the interest of the nation that MCI gives recognition to such qualification so that their experience in research can be usefully utilised.

    Assist Prof - Post MS/MD qulification
    Associate Prof - 4 or 5 years as explained above in article as a Assist Prof
    Prof - 2 or 3 Years as a Associate.

  11. i understand your dilemma here friend. am sure you missed out on your clinical seat after your "MBBS" and had to settle for a pre or para clinical seat. However, the subject you mentioned here "Physiology" is basically physics and biology, both of which you haven't studied after your 12th grade. therefore, if you go ahead and do your Ph.D. after MBBS, you will be left clueless as to what a few points like pressure, resistance, rheology, electrical conductivity, resonance, coordinate geometry, etc, etc, etc, etc. So instead of making tall claims about what is better for our country, try to reason with yourself what is the contribution you have made to the betterment of MANKIND till now (this holds if you also happen to belong to the pre or para clinical fraternity). after this, google on the contributions made by MSc + Ph.D. towards advancements in medical science. am sure it will be an eyeopener for you.

    1. I wonder if doing MD course comes with a bonus of 3 yrs teaching experience as tutor by MCI why doing PhD for more than 3 yrs (which is usual) is not awarded the same benefit for applying for Assistant professor post by MCI.

      if MCI is only for medicos why are they allowing Msc and Phd courses in medical colleges for non MBBS students and creating confusion depression and hatred??? among patient serving and research oriented group?

    @ Anonymous - There is no difference between Assistant Prof and Lecturer. They are one and the same. As far as i know Lecturer term is only used in Maharastra. Immediately after MD/ MS you can apply for Assit Prof/Lecturer post.

  16. Can we apply immediately after MD / MS for the Asst Prof / Lecturer post. OR a minimum of three years of Post MD experience is required as Resident in some MCI recognized college as an eligibility criteria ?

  18. Dear doctors, Have any doctors been promoted according to this rule so far? Till the ransitory period gets over, is it at the discretion of the medical college to promote at 4 years as associate or at 5 years as professor inspite of having the required number of publications? Should the involed assisstant or associate professor get prior approval from the MCI before demanding promotion from the medical college concerned?

  20. Dear Dr Vikram, Your post on MCI amendments is interesting. May I ask you:

    1. Do you know any teacher was given benefit of this amendment?
    2. Does MCI stringently follow publications? It is said that the situation is otherwise.
    3. I know a teacher with 9-10 yrs of asst prof had to struggle to be promoted to AP due to whims of private management. Now that the amendments are aplicable, can this period (that he has already lost) be counted for his earlier promotion to Prof if he fulfills publication criteria?
    4. If the local authorities with hold promotion to a deserving doctor, how can this be addressed?
    5. There are growing number of private institutions who employ only mci inspection visiting teachers (this saves money spent on teaching staff by management)and those working locally in more dedication are kept away from promotions. If they raise voice are asked to leave. How can this situation be dealt?
    6. It is generally seen that politicians, financial giants, sugar barons and MCI are nexus. They modify rules, eligibility favoring their own candidates. Do we hope better situation from new governing body?
    7. Are there any specific criteria to identify valid publications? case reports, letter to editor, short comentaries, etc: Do they qualify towards MCI recognition. One of the MCI inspector said that MCI needs large review articles, original publications would be desirable. However, this is not clear while reading amendments?

    8. If the local institution is not supportive, can the teacher directly write to MCI look into his plight, requesting a justice?

    9. Overall, it is very sad the way medical education(esp the PG education) is gone to dogs and expected to become worse over the years, despite the students spending huge of their parent's hard earned money.

  21. can you explain what is trasitory period? in rural medical colleges where infrastructure is inadaquate to do research and produce the paper.
    as per the regulation act 1998., for promotion- required is minimum pg qualification and teaching expirience of 4 /5 years with desirable - paper publication in national or international journals-this may or may not required,is this an additional plus point? yes or no,

  27. what does the latest MCI guidelines say about eligibility for lecturer in a medical college? is it necessary to have post MD exp. or can one apply immediately after PG? & in that case will PG period be considered sufficient for lecturer post as experience?

  29. @ Syed Mustafa. As far as I know these are the present guidelines and no new amendments have yet been declared. But yes in future, (may in one month or so) there will be new guidelines.

    I have three years of senior residency in Delhi after completing MD. Now the MCI does not give value to Senior residency. I have joined as an assitant professor in one state medical college. another fellow also joined the same medical college soon after passing MD. he is three years junior to me academically but a couple of moths senior to me as an AP as he joined the state medical college soon after passing his MD. will my three years of senior residency go in vain? will these years not counted as my teaching experience for the purpose of promotion..

    As per the MCI guidelines, your Senior Residency experience does not count. You have to, either complete 5 year as Assistant Professor or 4yrs with 2 publications in Indexed journal to become an Associate Prof.

Some of the journals are now not publishing the case reports but they are still considering single case study as a letter to editor or "correspondence". My question is whether letter to editor (either critical or single case study) considered as a publication. What is the weight-age?

    2. What is the status of co-authors in publication in relation to promotion as a medical teacher?

    3. Now a days members of Institutional review boards/ ethical committee also demanding co-authorship for clearance. How to deals these problems. In Govt set-up, HOD is responsible person for annual CR report of employee as a asstt. professor or assoo. professor. I am aware of many cases in those HOD has written bad CR only because sufferer didn't offer co-authorship in his publication. Please tell me how to dealt these type of corruption?

    1. 1. Publication meant any publication in a prescribed journal.
      4. Before proceeding with an interesting case, one should get the permission of the HOD or any other responsible person who deals such issues. There may be many claimant for the case if the case belong to the college rather than an individuals personal case. In such situation it for the HOD to decide on.

    Dear sir,
     As per MCI  I have  MINIMAL QUALIFICATION and experience for the  post of associate professor { 4years teaching experince as assistant prof + 2 publications in indexed jornal as first auther and publishded during tenure of assistant professorship }  I participated in an interviw  for 4 (four) vacant post  of associate professor in govt. medical institute  . In interview among the 5 particpant I was the only eligible candidate BUT the board did not select me  and kept all the seats vacant. On asking ,the chairman of bord  said you fullfill MCI CRITERIA  but not ours{ ie 5 ears teaching experiece }. Please guide.

    1. Although the MCI stipulate 4 years TE and 2 research publications to become eligible for the post of ASSOCIATE PROFESSOR, few state government run medical colleges mandate 5 years of TE as ASSISTANT PROFESSOR. To these state run medical colleges it does not matter whether the candidate possess requisite publications or not. It is an eyewash and it is not followed uniformly across the country and the MCI can do nothing about this anomaly in government run medical colleges.

             I think Indian pre clinical MD s are worried about MSc Phds .It is very clear that most of the research papers published by Msc phd.This is sad part of India where talents are not recognized.Tell how many preclinical subject MD are diagnosing the cases in their department?,One MD anatomy is equal to one MBBS student when it comes for Clinical knowledge.Because while doing MD anatomy he is not treating patient he is mastering the anatomy not medicine or surgery.For first year student need basic knowledge not the hi fi things.Msc  are neglected only in INDIA not in abroad.
    Useless Doc will take up preclinical subject.He is not competent enough to fight with other doc.So he opt teaching instead of serving the people.Because of useless people India spoiled.Talented people are in abroad.I think Vikram you are also useless.What you have done to the society?.How any medical devices are invented by doctors? Tell me.

  45. Dear Sir,
    is there any latest amendment for the MINIMAL QUALIFICATION and experience for the  post of associate professor { 4years teaching experince as assistant prof + 2 publications in indexed jornal as first auther and publishded during tenure of assistant professorship }  as per MCI. i have done my three year senior residency from lady Hardinge Medical College, Delhi, and experiance of three years. is there any recent amendment to give the benefit of senior residency?

  47. sir i am md pathology with 4 years post pg experience and i was selected as a lecturer in forensic medicine two and a half years back as the mci regulations as per 1998 ammendment do not apply in our state (J&k) and i was recruited as per j&K recruitement rules 1979 what will be my status as an examiner as,further promotions are clear as per the rules

  48. new MCI regulations which is lies with the govt for notification says that post PG three year experience as tutor/senior resident is must for becoming assistant professor. Those who became assistant professor directly after MD will be promoted to associate professor after 7 year as assistant professor with two publications...These changes are lying with the govt and may notified anytime...

  49. Dear sir,I have just completed my MD PEDIA from ACPM Medical college.Dhule.Am i eligible for a post of an asstnt prof. Do th years as PG Resident count as teaching experience according to MCI? Please help i wish to apply for th same at a college.

    1. 3 years of Post graduate training does not count as experience. You can directly apply for post of Assistant Prof/ Lecturer. No experience is required

    I am MS surgery with two years fellowship from France in GI Surgery, The Minimum qualification for Asst Prof GI surgery is MS+ 2 Years special training. Am i eligible for this post as per MCI rule.

Our elder son with MS returned back from UK after 9 years with MRCS,MSc,M.Ch in Ortho.Despite this,he has been taken as Assistant professor and his quality of research experience,expertise as Joint Replacement and Arthrscopic surgeon is yet to be recognised.Why can't MCI amend their rules to count such foreign experience and make way for them being absorbed as Professor.This way not only we can make way for fresh ideas to update our PG education and assessment but also encourage reverse brain drain.

  56. Many retired army serviceman are taking appointment in medical colleges and occupying post of AP, AssoP and Professors without teaching experience of Med College, while MCI says that teaching experience is only considered of recog medical colleges.
